Issue: Storage not billing for Transffered Product

Steps:

1. Distribute Backdated Scale Ticket - Grain Bank
2. Bill Storage (30 days)
3. Transfer Storage (60 days)
4. Bill Storage - Original Ticket (30 days from last bill storage)
5. Bill TRA Storage (dated before transfer date)
6. Bill TRA Storage (30 days ahead of transfer date)

Acceptance: Able to display correct bill storage for Transferred Products
